Summary of Fall 2025 Card Brand & Debit Network Organization Changes
This notice is to inform you that effective October 2025, qualification criteria categories may be changed.
Effective October 1, 2025, Mastercard is removing the existing Mastercard Digital Enablement Maximum Fee. Currently, the Mastercard Digital Enablement Fee is assessed at 0.02% with a minimum fee of $0.02 and a maximum fee of $0.40. Mastercard will maintain the current fee and minimum fee but will remove the maximum fee.
Effective October 2025, Mastercard is splitting the existing Wholesale Travel Business to Business Fee into separate rates for Domestic and Cross Border transactions. Cross Border transactions will be assessed a 1.57% Fee and Domestic transactions will be assessed a 0.25% Fee.
The following changes are effective October 17, 2025, unless otherwise indicated.
Mastercard is introducing a single, digitally connected credential that offers cardholders the ability to access multiple payment methods.
Mastercard is expanding X-Code Processing to support authorization approval / decline of transactions from Identity Check.
Mastercard is enhancing MAC use cases to include card present transactions using MAC value 02 - Cannot approve at this time, try later.
Effective August 31, 2025, Mastercard introduced a new indicator value of 3 – In-Store Biometric to existing authorization and clearing fields to identify transactions authorized using in-store biometric systems.
Mastercard is clarifying requirements for items purchased with a corporate card to ensure the quality of the data in the transactions.
Mastercard will require the Electronic Commerce Security Level Indicator (SLI) is present and equal to 210, or Token Requestor ID is present for qualifying criteria with select Consumer Digital Commerce interchange programs.
Mastercard is modifying three Interregional Consumer Base interchange programs.Introducing an Interchange Rate Designator (IRD) and rates for Mastercard Wholesale Travel.
Mastercard is introducing an IRD Mastercard Wholesale Travel Program (MWP) for intraregional transactions to align with the revision of IRD BB: Commercial Business-to-Business will no longer apply to the United States region intraregional transactions; IRD BU: U.S. Commercial Business-to-Business will only apply to the United States region intraregional transactions. In addition, introducing 3 new Business-to-Business product codes (MTN, MTO & MTQ).
Mastercard is expanding charge card product codes DBS, DCB, DCO & DLA for issuers in Australia with acceptance globally for existing Intraregional programs. In addition, expanding a suite of consumer credit products by introducing 3 new product codes (MWJ, MWK & MWL) for issuance in Asia Pacific, Canada, Europe and U.S. regions for acceptance globally for Intracountry interchange programs.
Mastercard is expanding a suite of consumer Debit and Prepaid product codes by introducing two new debit consumer product codes (MDA & MDD) and one new prepaid consumer product code (MDE) for acceptance globally for existing Intraregional and Interregional programs.
Mastercard is introducing a small business credit product code (MAJ) in the United States region with global acceptance.
Mastercard is introducing product code GPS: Mastercard Prepaid Installment Payments Card U to issuers in the Middle East/Africa region and countries in the Eastern Europe subregion for global acceptance.
Mastercard is adding Product Code GCS: Mastercard Installment Payments T to existing interchange programs in the Latin America/ Caribbean, Europe and Middle East/Africa regions for global acceptance.
Mastercard is expanding Product Code GCP for issuers in the United Kingdom for Intracountry acceptance and interregional acceptance for the United States and Canada regions.
Mastercard is expanding Product Code GCP for issuers in the United Kingdom for Intracountry acceptance and interregional acceptance for the United States and Canada regions.
Mastercard will require all merchants in the United States and Canada regions to obtain an authorization for all refund transactions with the following exceptions: Refund transactions conducted by airlines, MCCs 3000 through 3350, MCC 4511 - Air Carriers, Airlines: not elsewhere classified; MCC 4112 - Passenger Railways and Refund transactions conducted by Contactless Aggregated Transit transaction merchants.
Mastercard is introducing a Mastercard Fleet Prompt Code 999 – No Prompts Issued. The new Prompt Code will indicate the Fleet card is programmed not to require driver related prompted data at the Point-of-Sale. In addition, Mastercard is clarifying data field attributes as well as providing standard non-fuel unit of measure values to be used when submitting data for Fleet card non-fuel purchases.

Expanding Issuance of Mastercard Installments Card
